Prevention Needs Source Data, Not Just Product Data

Product rules are only one layer

Health Canada warns that youth and people who do not smoke should not vape and says nicotine can affect concentration, learning, and emotional regulation in youth, according to Consider the Consequences of Vaping. That supports serious prevention work.

The source layer

Prevention gets weaker when every problem is treated as a shelf problem. Youth access can involve peers, online sellers, informal resellers, careless adults, or non-compliant stores. Each source needs a different intervention.

A prevention-first ask

  • Publish source-of-access categories.
  • Track school and parent reports separately from retail inspections.
  • Keep enforcement visible after any product rule changes.
